About Sarah
Sarah Hammer is a financial services executive, professor, and former government official. Over the course of her career, she has held senior positions in trading, portfolio management, portfolio analytics, investment strategy, risk management, and institutional client management at JPMorgan, PIMCO, Charles Schwab, Vanguard, Tudor Investment Corporation, and BlackRock.
Previously, Ms. Hammer served as a senior government official, holding the posts of Acting Deputy Assistant Secretary for Financial Institutions at the U.S. Department of the Treasury and Acting Secretary of Banking and Securities for the Commonwealth of Pennsylvania. At the U.S. Treasury, she led the Offices of Financial Institutions Policy, Critical Infrastructure Protection and Compliance Policy, Insurance, and the Terrorism Risk Insurance Program.
As Secretary of Banking and Securities, she led statewide regulatory oversight of approximately 290,000 depository institutions, asset managers, and financial advisors representing roughly $3.5 trillion in assets under management. She also led the Department through the 2023 banking crisis, instituting statewide emergency protocols and managing the influx of depository activity due to stablecoin companies withdrawing deposits from Silicon Valley Bank. Ms. Hammer has also held a series of roles in academia, as an Executive Director at the Wharton School and Adjunct Professor at the University of Pennsylvania Law School.
Ms. Hammer has provided expert testimony to the U.S. Senate Banking and House Financial Services Subcommittees. At the invitation of the Acting Chairman, she has presented twice to the Commodity Futures Trading Commission. She has served as an invited speaker at roundtables on AI convened by the U.S. Treasury Roundtable and the Securities Exchange Commission.
She is a licensed attorney, member of the American Law Institute, member of the Economic Club of New York, member of the American Inns of Court, and Harry S. Truman Scholar. She is a member of the Bretton Woods Committee (BWC) and Co-Chair of the BWC Working Group on AI. She is Co-Chair of the International Expert Consortium on AI and Co-Editor of the Oxford University Press Handbook on Generative AI and author of the chapter on AI in finance. She is an advisor to the Dubai International Finance Centre (DIFC) and previously served as an advisor to the Pennsylvania Attorney General.
Ms. Hammer has published in The University of Pennsylvania Journal of Business Law and The Wall Street Journal. She was selected for 50 Women to Watch by The Corporate Counsel Business Journal, received Special Recognition from the Secretary General of the International Telecommunication Union, and received an award from TIME for her educational course on digital assets.
She holds an MBA from the Wharton School, a JD from the University of Pennsylvania Law School, and an MSt from the University of Oxford. While in law school, she worked for the Honorable Michael M. Barylson, U.S. District Court for the Eastern District of Pennsylvania; Justice Jane Cutler Greenspan of the Supreme Court of Pennsylvania; and Freshfields Bruckhaus Deringer.
