About Robert
Robert Fulk is an internationally recognized technology executive, AI strategist, and digital transformation leader with more than 25 years of experience leading enterprise innovation across multinational corporations, federal government, and state government organizations. Throughout his career, he has led large-scale technology modernization, cybersecurity, cloud transformation, enterprise operations, and emerging technology initiatives supporting global organizations including Ford Motor Company, General Motors, Dow, 3M, Stellantis, Johnson Controls, thyssenkrupp, and numerous public and private sector enterprises operating at global scale.
As Chief Information Officer for the Indiana Secretary of State, Fulk leads enterprise technology, AI, cybersecurity, and modernization initiatives across statewide Elections, Securities, Auto Dealer Services, and the INBiz business platform serving more than 800,000 businesses and 1.2 million users. Under his leadership, the organization has become nationally recognized for advancing cloud-first government modernization, Zero Trust cybersecurity strategies, enterprise AI governance, and innovative digital services that improve transparency, efficiency, regulatory oversight, and constituent engagement. Fulk is widely recognized as a leading voice in responsible AI adoption and enterprise innovation, pioneering the use of generative AI, intelligent records modernization, AI-powered constituent engagement platforms, cloud-native architectures, and advanced data modernization strategies within government.
