About Belinda
Brief Bio — Belinda Biscoe, Ph.D.
Dr. Biscoe serves as Senior Associate Vice President for Outreach/College of Continuing Education at the University of Oklahoma (OU Outreach), where she oversees seventeen departments and approximately 1,400 professionals. She also leads E-TEAM (Educational Training, Evaluation, Assessment, and Measurement Department), OU Outreach’s internal research and evaluation unit, and currently serves as an independent evaluator for an NSF RII grant. Over her career as a researcher, practitioner, and competitive grant writer, she has secured over $500,000,000 in funding for the State of Oklahoma.
She currently leads a three-year longitudinal case study on AI literacy and adoption at OU Outreach, tracking readiness across three annual cohorts. Her research frames AI adoption not as a technology rollout but as an adult-learning and organizational-change challenge and introduces a five-stage framework for guiding institutions through it. Her paper, “Leading Human-Centered AI Adoption in Higher Education,” draws on this work and on E-TEAM’s use of AI-assisted thematic analysis in its own evaluation practice.
Her broader portfolio spans research and evaluation, adult and continuing education, organizational development, strategic planning, and systems change. She is a 2018 inductee of the International Adult and Continuing Education Hall of Fame, where she now serves as Executive Director, and a 2015 inductee of the Oklahoma Hall of Fame for Higher Education, having also served as President of the Oklahoma Higher Education Heritage Society Board (2022–2024). She serves on the board of The Center for Theory of Change (New York City) and has presented at the United Nations.
Dr. Biscoe is co-founder of Eagle Ridge Institute, a community-based drug and alcohol treatment and prevention agency, and founder of Positive Tomorrows, an elementary school for unhoused children and their families. She received her Ph.D. in Psychology from the University of Oklahoma.
